Twice-daily rebases push supply toward a $1 peg; 10% of every positive expansion mints into a non-voting Treasury Reserve (buying yCRV) while the rest dilutes circulating, votable supply. Quorum is defined against total supply — so a big enough reserve can brick governance forever. Edit the parameters, or trigger the actual Aug-2020 bug.
