Minters send transactions carrying an OP_RETURN "runestone"; balances live directly in UTXOs, not inscriptions. Well-formed runestones allocate balances and feed a secondary market — malformed ones are cenotaphs and burn the runes they touch, a fail-safe upgrade path that also punishes user error. Edit the parameters, or trigger a cenotaph.
